The monthly sum you pay for your accommodation is made up of:

the basic rent, which is remuneration for the use of the living-unit and communal areas and gardens if any.

Service costs. These are additional costs for certain services and delivery of goods if applicable. What these goods and services are - perhaps cleaning costs and such things as delivery of gas, water and electricity - will be stated on your tenancy agreement.
Target Rent
For all living-units, we have determined what we call a TargetRent , which is a percentage of the maximum reasonable rent.
If you move to either a unit within the same complex or another SSH address, you will start paying the Target Rent. It may well be that you will then be paying a higher rent than your neighbours or flatmates. Rent that amounts to 100% of the maximum reasonable rent is still considered a reasonable rent.
Accommodation for the elderly is an exception. When moving from one accommodation to another within the same Complex for the Elderly, the old rental level still applies.
Service costs
Service costs are costs for additional deliveries and services, or in other words, costs that are added to the basic rent, such as: not only gas, water, electricity and levies or taxes, but also cleaning costs for communal areas. What exactly you pay for is to be found on your Rental Contract and on each outline you receive after a rental increase.
Part of the service costs may be variable, as is the case when your heating and electricity costs are included in the service costs. You pay an estimated amount that is based on expected consumption. Once a year the real costs are settled with the estimated sum already paid.
In that case, we pay Eneco (heating, electricity), Hydron (water),The Municipality (taxes) and the RHD (garbage collection) on behalf of the tenants.
As a tenant you pay an advance contribution every month, and once a year the calculated actual costs are settled with the advance payments you have made up to date. If it turns out that the advance payments were insufficient, you will have to pay the additional costs. The reverse may also occur, so that you may instead be reimbursed. Service costs are settled once a year, at least before the first of July after the close of the calender year. If you move in the meantime, you may have to wait for a while for the final settlement.
